MANDATE Formulate and support strategies, plans and  programmes that promote expansion and diversification of competitive and environmentally sustainable industries through standardisation and use of appropriate technology. The mandate is executed by the Department of Industry and Technology in collaboration with:
1. Uganda National Bureau of Standards, 2. Uganda Industrial Research Institute, 3. Management Training and Advisory Centre, 4. Uganda Integrated Programme of UNIDO, and 5. Uganda Cleaner Production Centre. Functions of the Department:
- Initiate and formulate policies, legislation and strategies for industrial development;
- Promote industrial research, science and innovation;
- Acquire, develop, advance and promote appropriate technologies;
- Collect, analyze and disseminate information on industry sector for policy guidance and decision making;
- Support the development and transformation of the informal sector (Jua-kali) and indigenous technologies;
- Support the development of Small and Micro Enterprises (SMEs) and industries with a major focus on backward and forward linkages;
- Develop and promote standardization and enforce compliance with technical regulations; and
- Develop specialized skills to support industrial development.
- Coordinate, promote and support establishment of linkages and partnerships with other Ministries, Departments and Agencies (MDAs) and private sector to enhance values and benefits from the sector;
- Oversee statutory, trust and other special program institutions under the sector
Policy Framework for Industry Sector After an extensive consultative process, involving other Ministries, institutions, academia, the Media, NGO’s and the private sector; The National Industrial Policy; A Frame work for Uganda’s Transformation, Competitiveness and Prosperity was completed and approved by cabinet early 2008. This policy sets out the strategic direction for industrial development in Uganda for the next ten years. During the financial year 2008/2009, the Ministry plans to formulate the National Textile Sector Policy The vision of the policy is to build the industrial sector into a modern, competitive and dynamic sector fully integrated into the domestic, regional and global economies
Policy Objectives The principle focus of this policy will be:-
1. Exploiting and developing natural domestic resource- based industries such as petroleum, cement, and fertilizer industries; and promote competitive industries that use local raw materials. 2. Agro-processing, i.e. Food processing, leather and leather products, textiles and garments, sugar, dairy products, and value addition in niche exports. 3. Engineering for capital goods, agricultural implements, construction materials, and fabrication/Jua Kali operations.
The Government has undertaken steps to improve the business environment through provision of necessary policy, legal and regulatory framework, particularly for micro and small -scale industries. The main features of this Policy Framework, drawn in line with objectives of PEAP, PMA and Strategic Exports Programme, among others are to:
1. Create a business friendly environment for private sector-led industrialisation in which industries will develop, improve productivity and the quality of products through, inter alia, creativity and innovation and become more competitive in the global economy. 2. Improve infrastructure development for effective and efficient industrialisation program 3. Encourage and foster innovation, entrepreneurship, adjustment and adoption of best management practices in the quest for improved competitiveness. 4. Create a framework that supports joint participation of the public and private sectors in the development of scientific and technological competencies for the production of more and higher value added goods and services for domestic consumption and export. 5. Facilitate improved supply chain efficiency and market responsive product and brand development. 6. Encourage foreign direct investment in industry and industry related services. 7. Promote environmentally sustainable industrial development to reinforce national goals of long-term growth and development. 8. Support the growth and development of a skilled and productive labour force and to ensure that a body of experienced entrepreneurs and trained managers are particularly focused on industrial development. 9. Promote safe work place practices in all industry sub-sectors. 10. Promote the participation of disadvantaged sections of society in industrial development activities. 11. Create support systems for sustainable micro and small industries development.
